Minerva is a very loose character ! After 2 films, the Animaniacs crew decided to relegate her to "crowd extra" status, because she was presenting a very bad example to kids. She also had no character points to make up for that.
I think Fifi also prsented the same flaws, so the character was relegated to "team-up" or "guest star" status.
