Now that would be one interesting match-up. Love how you go back to Luthor's roots here somewhat. He started out as a mad scientist, then became a shady businessman for some reason. 
Anyway, nice pic. Brain's the perfect mouse for the role here. And who knows? He might actually fare a little better than Luthor.
...until Pinky gets involved with the plan.

Actually, Luthor stopped being a 'mad scientist' because he started to approach ridiculous levels, so he got changed into a Kingpin-like villain. In current comics, he's back to full super-villainy as both a scientist and a crime boss.

In pre-Crisis days, Superman always got the drop on Luthor and carried him off to prison by the collar of his shirt -presumably to continue his prison sentence of life without possibility of parole.
Now Luthor manages to keep one step ahead of Superman by careful removal of evidence AND those who know too much. Superman now is hardly keeping his head above water: under the Eradicator's brain-washing, he decided that it was an impossible task to police the entire world and decided to drop both identities and simply be - Kal-el, Krypton Man.
Did I mention the fanfic where Mighty Mouse abandons his career, costume and since then, he's just - Mike the mouse.
