I think the matter has been explained in the epic fan-fic FAMILY starring the Warners. In one scene Yakko officially presents Dot with her pair of gloves on her 5th birthday, proclaiming her no longer a toddler. The gloves matter is explained. Also explained in the novel are things like hammerspace, mallets...
"Human" toons also get gloves on their 5th birthdays, but generally keep them in a drawer.
