SUBTITLE: VETO POWERAfter its independence, the Comoros did not hesitate to appeal to the UN to request to bring Mayotte back to the fold. In 1976, this has been a proposed Security Council resolution. 11 out of 15 members voted in favor of the resolution, but because the five permanent members have a privilege of exercising veto power (a no vote from any of them would block a resolution, even if a majority voted in favor), France exercised its power on this resolution, the only time it did so. For the next 20 years, Comoros tried to pursue the issue to no avail.
Notice that I use Grande Comore to represent Comoros, Russia to represent the USSR (it was still existing back in 1976), and England to represent the United Kingdom. In general, the country where the seat of government is would represent the larger nation, even if some people might beg to differ.
I depict China as sleeping as around 1976, China was still recovering from the effects of the Cultural Revolution (and Mao Zedong passed away that year) and was not the major power that we all know now. England and America were in a staring match with Russia to reflect the ongoing cold war.
Final note that is only obliquely related to the politics of this strip--I reflect on this situation and I recall scenarios where most people assume that children should always go to its biological family. But then, I think of Roald Dahl's "Matilda", or even Sandra Bullock in relation to ex-husband Jesse James's kids, and I feel there are cases that this is not the case--and the same might apply to Mayotte, that she is indeed better off with France.
