This is just a very stupid comic for the game "Boku no Hero Academia: Smash Tap."It's just your typical gacha game: beat up the bad guys, get stuff, summon units, get disappointed, etc.

Well, "NPCs" in this game aren't exactly like the NPCs that are just there to talk to.
In a mission, if you go solo, you have to bring in a partner with you. However, since you're going, you know, SOLO, your partner won't be controlled by an actual person but instead, by a computer.
That's pretty much what an "NPC" is in this game.
However, unlike most computer-automated players from other games, the NPCs in this game... are what I would literally say are "in the way."
They rarely ever attack, they die quickly, and they're overall just there to pretty much not do anything significant whatsoever.
They kinda just lure enemies in which may or may not cause more inconveniences for you.
