found it on [link] right below of one of my pieces. Really like the effects on this one, maybe the hair on the very top looks a little too blurry/liquified, but that's just my two cents

Thank you Filter, Distort, Displace. Experiment with the Horizontal/Vertical Scale, hit ok and select a photoshop file. Use an interesting picture and have fun experiementing with it!
