That's Lars from Tekken 6. I don't know that much about him, only that he's a good person, very beautiful and have awesome moves.
Tekken 6 is for PS3, PSP and XBOX 360.
If you want the Senario mode (An RPG like mode) you shall buy it to PS3 or XBOX 360. If you want the easy one you shall get it for PSP.
