Otherwise, good!

Where does red come into this card's effect?
Also, why reveal the top three cards? Revealing means everypony gets to look at them, does it not? I mean sure you get to put them back in any order you want but knowing what three cards are at the top of someone's deck is powerful knowledge.

I used the Izzet guild (red/blue) as more inspiration for this (heavy on drawing cards and rearranging).
I might take the reveal part out, but you could still rearrange an opponent's library and them still not know. It would seem too powerful if not everyone knew, I'd have to change the rarity then.

Ah, reference to older MtG. Forgive me then, my knowledge on anything earlier than Zendikar block is minimal at best. Also, I'm not saying to change the card, I just wanted to hear your reasoning behind that choice.

Fateseal X (look at top X cards of target player's library. You may put any amount of them to the bottom, and put the rest back in any order.)... is very powerful. The ability to decide and know what your opponent draws for the next three turns is absurdly powerful. Think about it: if you opponent doesn't have any cards in hand, you can just pretty much screw his or her next three turns!
This is not fateseal since you can't put them on bottom, but it's still very powerful - at the very least you can delay the opponent's much-needed fourth, fifth or sixth land drop rather easily.
Not sure if I like the reveal either, as it just single-handedly screws that player in a big multiplayer game like no maΓ±ana, since everyone would know what he or she will draw...
Red... ehh, maybe. Not a very red effect though.
