"I'm not going to lie. The Empire that I served had a wealth of deepening flaws that eventually rotted away the core of the New Order and led to its eventually, and utterly humiliating defeat at the hands of the Rebels. Militarily however, the most grievous proved to be the Rebellions greatest strength. Ship to ship, man to man, they could never hope to match us in fixed engagements. Unfortunately, they didn't have to until The battles of Sullust and Endor, when they had the full power of their Mon Cala Cruisers at their disposal. The reason for this delayment was their great dependence on quality made starfighters. Few in number perhaps, and highly irreplaceable. However, these disadvantages were made up by the short comings of our own Fighters.
"Much has been written, and more said about the poor quality of our fightercraft, namely the inferiority of our TIE Fighters and Interceptors compared to the X-Wing and A-Wing. Needless to say, the speculation about how many of Thrawn's TIE-Defenders could have developed had the many resources, credits and personnel put into the development of both Death Stars have become rampant, and if I say so myself, entirely pointless.
"There is little to gain on speculation, but there is from hindsight. If we are to avoid the mistakes of the Empire, the First Order must take steps to improve where we failed and to do away with needless waste of the Tarkin Doctrine. To this, I argue the most important of these is our need to match the power of the New Republic's Starfighter Corps. They have not been idle. Already, a second generation of their X-Wing's is being developed and a new advanced fighter has been developed codenamed Echo-Wing. We have seen their effectiveness in their many brushfire conflicts.
"Simply put, we cannot be afford to allow for their advantages to stack again. To this, I propose the continued developed of the following four doctrines:
1. Project Defender:
-TIE/D  Mk. II will improve upon the designs seen in Thrawn's original prototypes with a greater shield and engine capacity as well as improvements to it's weaponry. I would recommend the addition to its missile pods to bring the number from 3 to 6.
-TIE/D Mk. III will be a new prototype meant to experiment with the concept of a fleet based escort ship. To compensate for its lack of a hyperdrive, these so called 'Fleet Defenders' will have improved armor and shielding over the Mk. II, as well as the additional capacity for a secondary gunner. A series of tests will be conducted to see the worth in this separate fighter line and the resources sent to spend on its production.
2. Project Striker:
-TIE/sk Mk. II will improve upon the designs of the x1 as seen from the research station of Scarif. Though many are dubious of the effectiveness of a droid starfighter with 'dummy intelligence', I merely need to point out their legacy in the Clone Wars. More importantly, however, I must stress the ease of their development compared to even TIE Fighters of the Old Empire. They can be manufactured en mass, and without the danger of the loss of pilots, can be used in more expendable manner.
-TIE/skD will see the implementation of a drone doctrine with an organic controller. Note: this will remain in prototype stage with limited production until a livefire  experiment can be conducted. More importantly, signal links have been known to be tampered with. SATCOM will need to be put into developing better encrypted lines.
3. Project Punisher:
-TIE/IT Mk. III will implement improvements on the "TIE Punisher" Mk. II. Most notably an upgrade to its shield generator and the inclusion of additional defensive missile batteries for anti-starfighter roles. No further notes required.

"With this, ladies and gentlemen, I will conclude with a simple reminder. At Endor, we outnumbered the Rebel Fleet almost 4 to 1. Our Starfighter advantage was of a 6:1 numerical supremacy. And yet, the Rebels managed to destroy or cripple over a dozen of our ships, destroyed the Executor itself, and inflicted almost 500 casualties in fighters alone. We underestimated the Rebels then, and for our hubris we were defeated. Simply put, we cannot allow this to occur again if we aim to restore the Empire. The first step is matching the New Republic's greatest strength with strength of our own. Only then shall we achieve victory."

Great drawing! Not sure how will they fare against the F15s, F16s, F18s, F22s and F35s when 1 vs 1 or dozens vs dozens from far away range.

The TIE's would win in most engagements for a few different reasons.

The Punisher and Defender MK. II's and III's all come with a large amount missile batteries specifically for fighting other fighter craft and they all pack very good shield generators. Both of these are hard lessons learned from the Rebels.

The Strikers on the other hand are "dummy" droid fighters. While they do not have the capacity for great tactical thinking, there are a lot of them, they can pull off maneuvers humans pilots can't, and they're not afraid to ram you if it means taking you down.
