The glossy menu is KKMenu for ObjectDock with a vista skin: [link] browse down the postings and you'll find a link to the docklet.
The Trillian skin is an entire plugin called 'Enhanced Contact List': [link]
Yes I've tried Miranda but I just find it too damn fiddly to get the transparent contact list look (unless someone has come up with a real alpha-blended contact list plugin?).
