The Mask has been worn by women in canon. Kathy is from the comics which predates the Jim Carrey movie, whom was originally going to wage war on the mob.
It's a transformation artifact, what's between the user's legs never was a factor for the object being activated.

I wouldn't even mind if in the future IDW did a THE MASK comic book.

If it would be made, then it would need to be like the original Mask movie. But the corruption of that city would need to be the opposite of it. Cause in the original, Stanley was the only good person in the city, as for everyone else was a lying, power abusing, money grabbing or money using bully/criminal.
So one idea could be that, beauty is the corruption aspect of the gender bend version. You know like, as long as you're like a model in a magazine, you could get away with anything. Men who have good looks, are protected because they look like they could be movie stars. Women who are beautiful, are let off the hook all because they look pretty, show off a little bit, or reward "Good boys" with a kiss. Basically just pretty people taking the advantage of those who think they are pretty.
Second idea is basically money. Everyone wants money, but unlike the original mask movie, they don't show off with money. People want money but they don't wanna spend it. Instead, people try to get other people to use money on them. They show off the stuff someone else bought for them. They'll work for money but they don't wanna work for it.
Third idea could be fame. Everyone wants to be recognized by everyone. Cause in a way that is the same of abusing power. No one can just simply touch you, as long as you are famous. Famous people get to go to places where no one else is allowed, they get stuff for free all because people wanna market their stuff, they are let off the hook all because there would be a riot if a famous person is arrested for something anyone could get arrested for.
So this would mean that the main character would need to be someone who isn't super pretty, doesn't like idea of selling off their body to get what they want, is the only honest worker who does their job and is easily forgotten by everyone else. But when they find the mask and put it on, they become "Beautiful", they start using that beauty to make other people do what they want, they will use the power to work hard at making other people pay for their work, and because of that they become the hottest topic for everyone. Then comes in the movies bad guy or bad girl who wants to power of the mask for themselves.
Then question would be that, is the main character a female comedian, who already has the mask like body or is the body made with computer animation? Or is it 2 actors who end up acting the 2 different roles? Who knows.

to make a movie yeah it is but the story remake in gender reverse is very easy

Oh there is a lot more to the gender reverse then you think. When gender bending is it's own thing, it works if you make it work. Gender bending an already known story is a lot more harder work then just having a bunch of random actors re-doing the whole movie from memory.
