Since I've been recently making my own "Super States" for most of the citizens of Lake Hoohaw, I'm sure you all saw this one coming. Yes, some of the kids are going to each have a super state as well, and three of them are, without a doubt, Ernest Otter's children: Peanut (the only son, and my personal favorite PB&J Otter character, in case you've forgotten), Jelly (the middle child with the dark purple bob-hair), and little Baby Butter (the youngest child). They all wear magic amulets to turn into their Super States, just like most of the other citizens.

Peanut's Super State is "Cacahuète Loutre" (That's a French version of Peanut's name). He is inspired by Buizel and (partially) Oshawott. Peanut's fur is still red, though his white muzzle and belly become light red, his ears become darker, and he supposedly has two tails and fins under his arms, just like Buizel. Although, like Oshawott, Peanut has a seashell on his chest. His normally brown penny loafers become dark green, with the symbol of a peanut on each of them.

Cacahuète Loutre's Powers and Abilities are:
Speed Swimming
Natural Weaponry (He can detatch the seashell on his chest, and throw it at his foes to knock them down.)
Aquatic Respiration
Hydrokinesis
Water Aura
Hydrokinetic Flight (He can fly by surrounding himself with water. He can also go "water-surfing" sometimes.)
Fish Communication (He is able to communicate with fish, like DC's Aquaman.)
Pressure Resistance (to some extent.)
Enhanced Smell
Combat Proficiency (He is a skilled fighter.)
Underwater Combat (Being an otter, Cachèute Loutre can fight underwater.)
Tidal Wave Generation (He can call forth large waves to crash down onto his enemies. Only used as a last resort, if all other attacks fail, so this is used very rarely.)

Baby Butter's Super State is "Lutrinfant" (a portmanteau of "Lutrinae", the name of the Otter subfamily, and "infant"). She is based on Oshawott (like her brother) and Togepi. Like Peanut, Butter also has a seashell on her belly, though hers is sky blue. Her hair tuft also resembles the spikes on Togepi's head, and her body is encased in a full-body "suit" that looks like a mix of Togepi's eggshell with the "bubbly" neck formations of Oshawott.

Lutrinfant's Powers and Abilities are:
Ball Mimicry/Bouncing (She can curl up into a ball, and roll around. She is also able to bounce when rolling.)
Dermal Armor
Enhanced Durability (She is quite tough for a baby otter!)
Enhanced Cuteness (She can use her cuteness to her advantage.)
Milk/Bottle Manipulation (She can summon a giant bottle of milk to crush her enemies.)
Matter Surfing (using either fairy dust or using the seashell on her belly as a sled.)
Bubble Breath
Fairy Dust Manipulation (possibly due to being partially a fairy, since Togepi is now a Fairy-Type Pokemon.)

Jelly's Super State is "Gelutratina" (A portmanteau of "Gelatina" and "Lutra"). She is inspired by Furret and Mienfoo. Jelly keeps her magenta fur and hair, though she now has some of Furret's markings, and her arms are the same color as her hair (as well as looking similar to flared sleeves). Her saddle shoes are also color-inverted (with a purple "stripe" on each shoe), but her socks remain the same.

Gelutratina's Powers and Abilities are:
Enhanced Agility and Flexibility
Magic Combat (Gelutratina can use magic spells in combat.)
Mystical Martial Arts (Aside from using magic, she is also skilled in martial arts.)
Enhanced Wits and Intelligence
Enhanced Speed
Duplication (She can magically make clones of herself, but only up to five clones.)
Mustelid Physiology (She is an otter, though this also applies to her siblings as well.)
Enhanced Reflexes
Psychic Shield Construction (She is able to generate force fields around herself or her allies.)
Enhanced Leap (She can jump over very high places.)
Helicoptor Propulsion (She can spin her tail like a helicoptor to achieve flight.)
Speed Swimming
Hypnotic Vision (Gelutratina can hypnotize an enemy via direct eye contact to temporarily make them fight for her, or in rare cases, turn someone into an otter.)
Otter Transmutation (Gelutratina has the peculiar ability to turn someone into an otter, like her, usually with her Hypnotic Vision. She only does this when she wants to, so it's not used very often.)

I hope you enjoy! Maybe I might try designing some super states for some of the other Lake Hoohaw kids as well.
