Don't know if you've seen but BrotherBuford has a hair shine technique he tried out-

You could try that for the Naruto-esque hair shines if you want, since they look really difficult! It's deceptively simple to do this trick and looks really good!(he used the bat hair clips and shrunk their widths! ;w
