well first, you need to duplicate the part of the artwork you want to glitch. so if that's all of it, you'll need to merge all of the layers and duplicate it! from there you select a piece of the duplicated art, and then go to filter > distort > shear
from there you can do all kinds of shit, just muck about with the wibbly-wobbly that you can move around, and when you press > ok you should have a nicely glitched up piece of artwork
