Answer to first question: It's just simply monster sheriff.
It doesn't have clown hair because: The sheriff is the dominant personality in the being
And the AKC consists of PROTAGONISTS a.k.a A character that had a positive influence in their universe
Which if you watched MC8 you'd know jesus became a good guy and destroyed one improboblity drive, and managed to make the auditor destroy the second.
He's the 3rd person in the hate triangle
He hates the auditor and Hank
The Auditor hates Hank and Jebus
and Hank hates the auditor and jebus

the sheriff is perma-dead in canon, because krinkels doesn't like him.
Phobos is exclusive to Madness Project Nexus, and anything within that game is non-canonical.
Krinkels didn't insert himself into his series.
And IF it was everyone against everyone, then Sanford, deimos and hank would not be allies and would be at each other's throats.
