Description
Inspired by the videos by Comic Youniverse, I've come up with a list of villains who I think could cause trouble to Sailor Moon and the rest of the Senshi.

1. Dormammu (from Marvel comics): I don't really think the Senshi have gone up against an interdimensional threat, especially from the likes of the Faltine tyrant of the Dark Dimension and Dr. Strange's enemy #1. I think Dormammu could give the girls and Tuxedo Kamen a fight of their lives since he's powerful enough to make Sailor Galaxia look like a petulant child by comparison. I mean, this is a guy who absorbs dimensions as much as Galactus eats planets and swatted a Phoenix Force user like a fly with the only thing keeping him from taking Earth being a contract he has with Doctor Strange but even then, he still finds loopholes. I also think the Scouts would have a real hard time dealing with the Mindless Ones.

#2. Mr. Mind (from DC Comics): One of the more powerful enemies of Shazam's roster, Mr. Mind is someone whom the Scouts could easily underestimate since, well, he's a worm who speaks via a radio around his body... until he mentally takes control of everyone in Juban and turns them against the Scouts like zombies. That's also not counting he has his own back-up in the form of the Monster Society of Evil. I can also imagine him showing the Scouts he's not so easy to take down after one of them (like say, Jupiter) steps on him and he regenerates.

#3-4. Lord Zedd and Rita Repulsa (from Mighty Morphin Power Rangers): Yep, might as well bring in these two. Yes, Lord Zedd is powerful on his own (he was powerful enough to destroy the Power Rangers' original Zords for cryin' out loud), but once he and Rita hooked up, they became a force to be reckoned with. For starters, they can create monsters who can turn giant sized upon defeat which would really put the Scouts at a disadvantage and they're powerful magic users. Not only that, but they would know about the Senshis' identities and would have their eyes on them 24/7.

#5. Doctor Doom (from Marvel Comics): To be honest, I doubt the Sailor Scouts have gone up against someone on the same caliber of Doctor Doom, sure there was Dr. Tomoe, but Victor Von Doom has a bit of an advantage over him: He's the ruler of an entire nation thus ensuring him diplomatic immunity and combines magic and science to his advantage. Not to mention, he has an army of Doombots at his disposal. This is a guy who is vastly intelligent and has a power-set that could even the playing field with anyone he goes up against.

#6. The Skeleton King (from Super Robot Monkey Team Hyper Force Go): Basically, take Beryl, turn her into a dude, make that dude a skeleton monster voiced by Mark Hamill, and make him the stuff of nightmares. The Skeleton King is that in a nutshell and a whole lot more. This is a guy who doesn't need to manipulate people into doing what he says, all he needs to do is threaten your life and make you submit to his will. Not to mention, his minions such as Mandarin, Valeena, and the Formless are monsters straight out of your worst fears and he's also not afraid to step in and fight if he has to. If the Scouts were to go up against him, it would be the equivalent of a chess match since the Skeleton King is in no means stupid and could already plan his next move before the girls could even get their own battle strategy into motion.

The Xiliens [more specifically the Controller] (from Godzilla Final Wars): Not only are the FW!Xiliens in possession of an entire Kaiju army, they are pretty prolific fighters, especially X who's a friggin' Keizer who could match the girls beat-for-beat in single combat. So, yeah, you think Rita and Zedd were bad, try an alien race that have a goddamn army of giant monsters under their thumb.

#8. Carnage (from Marvel Comics): Let's be honest, Carnage might not have an army at his disposal, but he'd be a straight up monster that would keep the girls on their toes whenever they go up against him. Also, I doubt the girls went up against a street-level villain who's nothing short of a psychopath who kills because it's fun.

#9. Emperor Talpa (from Ronin Warriors): Beryl has nothing on this guy. For those who don't know, Talpa is an ancient Japanese demon who, upon awakening in the modern world, took over the city of Tokyo and turned it into his own personal fortress, has minions who are just as powerful as him, and he was only defeated by the Ronin Warriors by the skin of their teeth.

Salem (from RWBY): While we really haven't seen her in action yet (at least in the current timeline), Salem has already displayed quite a lot of power; being able to summon legions of Grimm as well as remodify them, as well as serve as something as a queen bee. Not only that, but she also displayed a good deal of magical prowess, not to mention, it's not really known if anyone can kill her. So, I can imagine how much of a threat she'd be to the Scouts.

11. Master Cyclonis (from Storm Hawks): Basically, imagine Queen Beryl and give her an entire empire under her thumb as well as an updated power set. You pretty much have the all-powerful, teenage, despotic ruler of Cyclonia and biggest threat to the world of Atmos. Unlike Beryl, Cyclonis would definitely attempt every trick and every power she has to make sure the Sailor Senshis' lives are Hell. Not only does she have vast numbers of Talons, Nightcrawlers, and even Raptors (courtesy of blackmailing Repton), but she is also a one-girl-army who can handle her own even when all the Senshi gang up on her. Not to mention, Cyclonis is the kind of villain who likes to get into peoples' heads and deconstruct them from the inside out.

12. Demona (from Gargoyles): While Demona lacks an army at her disposal, she makes up for it in the fact she's kind of like Dr. Doom, utilizing magic and technology. She also has a human disguise which she uses as a front to run a massive corporation and thus has tremendous wealth to use as she pleases. Demona is also a skilled combatant and could take the fight to the Sailor Senshi.

13. Mirage (from Aladdin the Series): Much like Chaos or Pharaoh 9, Mirage isn't so much as a villain as she is a force of calamity and destruction. She likes to commit atrocities just because she considers it fun and she's powerful enough to be considered a friggin' goddess. I can imagine, after seeing the Sailor Senshi protect the world, it would definitely grab her undivided attention and she would try to see just what can break them. She wouldn't try to kill them, she would try to make them shatter THEN kill them. In fact, I don't think in any of the Sailor Moon franchise we ever saw a villain who tried to directly attack the Sailor Senshi. Mirage, however, would try to subject them to a living Hell.

14. Vilgax (from Ben 10): There are a lot of baddies who would want the Silver Crystal, Vilgax is one of them. I can imagine Vilgax just walking up to the Sailor Scouts and telling them to give him the Silver Crystal at the promise of not steamrolling through them. He's also powerful enough to really make them hurt considering the guy is a much more hands-on threat as opposed to letting his minions do the dirty work for him and, whatever he wants, chances are, he's going to try and smash a few skulls to get what he's after.
