The common excuse is that Max and Roxy were merely "High school" flings and that they parted amiably after the dating didn't really work out....but then again there's that House of Mouse episode centered completely around Max and Roxy having a date, so I say they broke up, Max went to college, dumped Mona and got back together with Roxanne
