My theory: This desolate land where the story takes place is actually a hell version of Monster Graveyard, where unredeemably aggressive/destructive kaiju, kaijin, or even ultra go. They're engaged in eternal, tiring fight for survival, and they cannot enter a long hibernation like they usually do.
