The file type for this is .png, you would need .cur to use on your computer.
If you want, you can download the file and google a ".cur file converter" to convert to a .cur file type.
Then you can follow the steps here to change your cursor: www.digitaltrends.com/computin…
You could also use it on websites like I have on my old tumblr account here
or for journals here on deviantART if you have the core membership. You can see this cursor in use on some of my old journals that I posted when I had core membership.
Using it on websites would require coding knowledge. It can be a bit lengthy and confusing to explain.

They use default cursors but for my coding, I had to link directly to the image source's URL.
Something like:
