Ah, the Iron Pact. The most thinly-veiled attempt to hide brutal fascist exploitation in human history. Formed by Nova Terra's first Provost, Kostalyn Zlaoust, the Pact officially is a "brotherhood of like-minded nations united in their opposition to liberal weakness and communist degeneracy." Most states that were brought into the Pact were done under Zlaoust's bloody fist, with the few truly independent nations acting as strong-arms to keep the more subservient states in line. A complex series of agreement, treaties, and charters that ultimately give Terran interests near absolute control of its subjects; with that control, Nova Terra squeezed and sucked every ounce of wealth out of their supposed allies, keeping them weak and servile.

Such exploitation is unsustainable, of course, and when the Second Terran Civil War broke out in 4158, nearly every single country within the Pact took the opportunity to rebel. While Nova Terra did manage to bring its border states back into the fold, the damage was done; the Pact was reduced to a shell of its former self, and many of Nova Terra's former allies now eye the waning power hungrily, hoping to carve out their own slice of the once great fascist state.
