It seems like a simple robot copy but I'm going to leave some links because it's hard to describe why it's more than a copy (the execution of the abilities would fit?):

The first series of robo-copies was created by the Post-War Administration Bureau, to deploy them against anyone they consider a threat or as an asset to their goals. For example, Crow Kuruwaba created the Robo-Ky series because Ky is too powerful. He also created Robo-Temkin because of Potemkin's loyalty, which they didn't run of risk of being betrayed like the Robo-Ky series, but that ending is not canon to the main Guilty Gear series.
