The information about the runes around the aegishjalmur posted by Krigr is nonsense and should be ignored. The creator of this art stated it clearly "its just the Elder Futhark".
Note there is no history or tradition of a rune alphabet around galdrastafir (magical staves). Occasionally runes have been used with staves, and those used are medieval Norse runes (not pre 800 CE Germanic Eldur Futhark runes).
It is just an artistic interpretion. It looks cool. Leave it at that.
