Rhaes is a dragonmage – a dragon race that can turn into a human-like shape.
Edit: I added the collar of his robe since it somehow looked like he had been beheaded in the old version.

Well, it could be that their tongues only fork when they extend them. Forked tongues are actually used for smelling by snakes, so if the dragon mages have a regular sense of smell, then giving them forked tongues seems kind of pointless. Maybe the tongue-smelling thing allows them to detect scents they can't pick up with their noses? Then their tongues would only fork when they're using them like that. Oh, maybe their tongues can smell magic! They only use them to detect the presence of magical forces and objects, so you won't see them using their tongues like that very often, which makes it really unnerving when they do.
