Quote-tan is another sister of Wikipe-tan, and is Moe-anthropomorphism of Wikiquote , which is the project gathering notable quotational phrases. Her hair ornament and brooch were motifed from double quotation marks.This picture is her grown form. Her kiddy form is here

i'm not sure about the shading of the neck and right (from my view) hand though, doesn't express enough volume and seems flat.

You have a nice point. However, it is intentional. I shaded her skin by only two colors in this picture. In this case, it becomes too noisy that putting a bright color in shadowy parts.
