I've only seen and talked to this guy once. I barely remember him. The only thing I do remember is that sometimes he'll open up his frills.

Yeah. He appeared only in City Folk so it makes sense. Also since he was an alternative Shrunk for some of the emotion shows, you wouldn't see him much anyway.
