Actually it is both.... I don't have a pad.... so I do my sketches and drawing on paper..... then I scan it and color it in with photoshop.....I can't afford to get the markers or pencils I want to get to hand color....unfortuantley everything is done with a mouse so it takes a little time....which is a pain when fine tuning.....

Years and years ago I used to ink things, but then I spilled my ink on the best
picture I ever inked. I haven't inked since, lol! but I will say that's why I liked
photoshopping, it reminded me of inking in some weird way. I think it's because
you can fade or thicken the colours easily (like setting the layers more or less
transparent, or inking more than 1 coat) -
...I daren't think how many times I said the word "ink" in this post. Sorry!
