Ambiguous ages of characters. For example, Amy's appeared physically the same in various continuities, with physical ages ranging from 12 to 17. Most mature art will implicitly make characters 18+ (this works for pretty much any character that doesn't appear obviously underage - so it wouldn't work for, say, Cream, without making her appear physically older).

Non-human characters not having visible bits like humans do, so "naked" for a non-human may not be as bad as "naked" for a human.

Non-human societies running off of different rules - nearly all Sonic characters except for the youngest are pretty much independent (Amy is independent despite her Sonic obsession), while humans of the same age wouldn't be.

How explicit the scene is. On one end you have the innocent cartoon character being naked and everyone else seeing and laughing, with no sexual context at all. On the other end is explicit sex acts, or worse, sexual abuse. This comic doesn't really have anything too explicit in it. Sure, there's a sexual tone in the comedy but you can't see her bits and they're not doing it =P (Razz)
