In this picture, Billy Dog (without his glasses, so as not to lose them at the bottom) lies on a sort of floating mattress and watches clouds. This is also a reference to another animated anthro-animal kid's show titled Timothy Goes to School, likewise viewed by J&D. It specifically refers to the episode "Taking the Plunge," where the kids there are attending a swimming pool for swim day, and two of the boys there (Timothy and Charles) are watching clouds while floating.
