I have to respectfully disagree. From GTs scaling, Pan is FAR stronger than Post HTC Future Trunks from Cell arc. I mean, she punched the shit out of someone who was stated to be stronger than Majin Buu (who i believe is above Buuhan, but even if you believe it was the weakest Buu, it would still put her far above Post HTC Future Trunks). I honestly don't get why people heavily lowball/downplay Pan so much.

Hell, even Toriyama has agreed with that general statement, since that was the whole point of BoG and Revival of F.

Well that's not entirely true. And by not entirely, I mean not at all.

Freeza's power level was 120 mill, much higher than say Ginyu's 120,000. This is why Ginyu could never oppose Freeza, because Freeza stronger by a massive amount. The numbers themselves aren't "bullshit", they're very effective. They're only ineffective against beings who can raise and lower their battle powers at will. Like Goku who can jump from 5,000 to 60,000 in an instant when he attacks, so fast that the scouter can't register it. This will lead anyone with a scouter to underestimate their opponent, which is why Vegeta removed his on Earth, as he didn't want to rely on it and ergo get caught off guard.

Now, there are no numbers beyond the Freeza saga, so I think they're irrelevant. That little spiel was just about how I think they get a bad rap. In theory they work perfectly, they just don't work in practice.

That said, power-scaling is very important. Especially in Dragon Ball, as it's where all the tension in the story comes from. We know a SSJ Pan would never be able to defeat Bebi because she wouldn't even be sufficient in defeating Goten. We don't need numbers to understand the fundamental differences in power between characters. Suggesting SSJ Pan could defeat Bebi is like saying Goten could defeat Super Boo all on his own if only he could go SSJ2 like his brother, it's just nonsensical. It should be taken as objective fact that Pan would lose to Bebi. (even though the guy's numbers are a massive underestimation of the kind of power Pan dispalyed in GT.)

I will agree that DBS is a series that has no grasp on what necessary tensions the differences in power afford the characters and as such there is an incredible lack of tension because anyone can become as strong as the plot needs them to be without proper explanation (Mirai Trunks & Gohan being prime examples). Even though the scaling is Super can be spotty at, well, all times, it does still exist because it has to.

To sum is all up, power levels themselves are fine from an objective point, just ineffective for the bad-guys in the context of the story. Power-scaling is a pivotal part of Dragon Ball and not one to be neglected. And Bebi would have Goten handle Pan for him, even though SSJ Pan would've been a nice addition to an already wonderful show.

If I do make a sequel pic it's gonna be a long way off and I don't think I will make a Fanfic of this (yet)! And I don't see why you can't make a fanfic of your own if you want to make one, I would like to read it! just let me know when it's done and where it is OK. Anyway Thanks Alot!

Thanks it will take some time to do this as I will be thinking of of a way for Pan to kill Baby. Maybe a new SSJ form that only Pan has because this is what I have read on Dragonball Wiki Shonen jump sight. The Dragon Ball GT Perfect Files implies that Pan has the potential to transform and might have become a type of Super Saiyan never seen before. But I will tell you once I have done.
