The younger half-sister of Simone VanRoDine, Winifred "Wendy" Oxendine.The reason this is titled "The Exiled" is because that's exactly what Wendy is. She was once Mrs. Peter VanRoDine, but thanks to a certain event, the VanRoDine matriarch, Clarissa, more or less banished Wendy from not only Chateau VanRoDine, but also from Ratropolis. She was also forced to leave behind her 6-year-old son, Edward, to be raised by his aunt and uncle.
Officially, Wendy was said to have left because she suffered a nervous breakdown after the tragic plane crash that claimed the life of her husband. While most rodents sympathized, it was still a bit of a mark for the family. Especially for Edward, who grew up thinking that his mother abandoned him.

I always loved Wendy from what little information you shared about her – she is such a beautiful ratlady, and her story is pretty bittersweet, with emphasis on bitter. Her dress may be simple and less fancy than that of Simone, but she is still very elegant and graceful in it.
Also, since she is referred as Winifred Oxedine and not Winifred VanRoDine, does it mean that she returned to her maiden's name after Peter's death? Yet Wendy still wears her wedding ring, so I guess the change of her name has more to do with Clarissa and her exile from the family...

Aww, thank you! I'm so glad you do! Though her story goes from bittersweet to just bitter, sadly.
But yes, even after all these years, Wendy's beauty has not faded. She's an understated person, yet people around her can't help but notice her.
"Oxendine" is not her maiden name. She got married again, not long after she left Ratropolis. Because she eloped and had a baby so young, not to mention was married to the richest rat in the city, Wendy didn't spend much time completing her education or honing her skills. So she wasn't really able to support herself, and resorted (reluctantly) to the best way of ensuring her future: by hitching up with a rich old man.
However, once she got the ring on her finger, Wendy went back to school and began learning all sorts of things.

Oh! Heh, took me a while to get what you thought of that movie. Actually, I do plan on having one of my rat ladies reference that scene. I'll give a hint to which one: she has white legs.

Good guess, but no. Actually, I made a mistake: I had forgotten I had planned on *two* of my rat-ladies pulling up their skirts as a tribute to that scene. Only they both have white legs.
Except I want only *one* of them to do it now, and I can't decide which one...
