I've seen some awesome cosplays made with cheap supplies. They look up ways to make it work. They practice how to sew before they actually sew their clothes. You know, put some thought into it before doing so. Please understand, I'm mainly talking about people who buy wigs, don't style or trim them, and wear casual clothing with them and say that they are cosplaying. That is not making any sort of effort.

Most of the time they don't and when people give them endless praise in the comments, since it's the only socially acceptable thing, they don't realize that they need to improve and don't strive for it.
