SO HERE I GO STARTING A NEW PROJECTI've been obsesed with Costumes...again. SO I'm going to do Alice in Wonderland Costumes....tuned to my own personal story invovling the characters..
This is the outfit I have her wearing before she gets sucked down a rabbit hole

and I just have a question, not to say that your design isn't awesome and actually really fits your artistic style, which it does
But her mini stripped coat along the top of her dress, would she be able to move her arms around with the strap where it is on her body?

She doesn't need to move her arms. She's one of those Girls that only has to ben her elbow to gether tea and that's it. To move her ENTIRE arm would have to be "stenuous labor" and that's not what she's brought up to do.
BUT.
Yes her entire arm will move. It's the fabric it'll be made of.
