Hope it useful..thanks a lot to ~dkstock for the stock image.

the tutorial doesn't work by some reason i don't know
so here is it. maybe later i'll make it again.
first open photo with good contrast like i did..
then duplicate the layer using CTRL+J
then go to image>threshold and set the settings as you like
put the layer mode on soft light
go to filter> blur> goussian blur and blur as much as you like
the last step is to duplicate that b/w layer (CTRL+J again)
put the mode on color and low the opacity 'till you like the tones

very nice. Another trick, you take your final flattened image, duplicate it, gausian blur by 4.0, set to soft light, opacity to 84-87%, add a sauturation layer, take out some of the saturation, then a curves layer, lighten it slightly. It comes out with a rather nice air brush type look.
