Blaen is the Lord in charge of the still independent city of Valrufen. He's manipulated his way to the top and continues to play his subjects like a fiddle. He has bigger plans than just living a rich life,
altho he also doesn't complain about that. He lost one of his arms in a freak accident involving his cousin and two elves. Luckily technomany is advanced enough to solve that little problem.
When you're rich you truly needn't worry about anything. Not even losing limbs.
