I tell you the secret.
you just only have a tablet,like intuos or might be bamboo.
then search the L's image in mr.google,save it in your computer /PC/ laptop.
and then try to drew it again,in the photoshop with your tablet (intuos4
First layer was your layer to made the sketch, and the second was the original image.
with brush tool and some smudge in some areas, you could do such like this
be patient with the details (hair and the dress).

umm...if you want to try to make a good vector and design, it (Illustrator) really help you a lot.
try this site : shutterstock.com --> and hit this in the search engine : vector or design in vector or teenagers in vector (the point is, try different title, but end it with 'in vector' )
then see the result.
there's a lot of design and layout, that made by vector in Illustrator.
But if you want to concentrate for a good art and sketch, might be you should learn adobe photoshop in basic, see this site 
there's a lot of tutorial here.
