And yes, that's a reference to "Dare to be Stupid" by "Weird Al" Yankovic (which I request you listen to before you assume I'm trying to insult a fictional cartoon character with a backstory fans just kinda made up).

she was derped there, by an animation mistake, and it was corrected in later episodes
however, this correction wasnt liked by the fans (bronies)
so they brought back the derp face
also they make her appear at random places
shes mail delivery mare, but she also appeared in rarity's song as one of the richest and most important ponies

Well you see in some episodes that she's not derp-eyed all the time. Like in Lesson Zero, she is serious about fighting the mayor, and not derp eyed. As soon as she is returned to normal she goes derp eyes; Meaning that the derp eyes are likely a concious/subconcious action, and not genetic or mental permanent.
I just made up that story about Cherry Whoosh.
