I think you might be talking about the texture... not sure. I dropped in a texture from a website I can't find a link to right now. It's a quick and easy way to add the impression of strokes and paper without "painting" in all of it.

What I usually do is look for one among the many I've downloaded that has a similar or complimentary composition to the image I want to drop it into. Then I turn it to greyscale and run auto levels. Then I copy and paste it into the image, transform it (proportionally so there's no distortion) and set the layer to overlay and drop the opacity till I like what I see. I then go in with an eraser set to low opacity and take out any bits I don't like or (in the case of this drawing in particular) things that make the faces or skin areas look blemished in a way I don't like.

Also, I should mention that I set the texture layer above the color layer but under the line art layer. You can achieve various results if you put the texture over the line work itself, and using different layer styles (multiply/darken/etc). The way I outline above is what I use a majority of the time, but it can vary from piece to piece.
