It is like a form of fan art, only brought into the 3D perspective rather than 2D on canvas, or in the 3D perspective of sculpture. Wearable art is all over the place and it's another form of expression. Also note that it's in an actual category for cosplay here on Deviantart, and not in, say, traditional video game fanart.
