I should be adding lense flare on it but uh... I don't want to use filters and I dont know how to make it manually

Add in more texturee and shine with white..
or you could layer over lay with white to get the car to look more metallic.

PS for coloring
brush, smudge and blur tool for shading.

another Paint program, can open .psd files and their Pen tool is like vector and has a thinner lines...
