Ah! Yes! Well, i know 2 ways:
1. In the layers menu on the right, you'll see there is one layer, which actually a background. Right click on it and choose "layer from background". Now make a new layer, and make it behind the first one (the lineart). That layer can be any thing : solid color, gradiant, a photo...etc.
choose the lineart layer, then Use a big size eraser with a little hardness to erase the desired area.
2. Or if the lineart is clear and clean, then you can do the following:
* covert the background to layer.
* behind it, put the desired layer.
* ok, now go to the lineart layer. With the magic wand selection tool, select the withe area, then press delete to remove it. Once done, press ctrl+shift+I to invert selection.
*make a new layer behind the lineart layer, choose it, and fill the selected area with the paint bucket or brush.
* then desselect the selection (choose any selection too) right click on image the desselect.
* now, you can either go to filter menu and use guassine blur, or, go to layer menue then layer style then outer glow, there you can change the color and amount of glow you want.
*you can also apply the outer glow to the lineart layer, but i think that the other way gives you more control.
*even if the line art is not clean, it is possible, but it would be kina tricky to slect the white area.
