Basically, What Kidowa says, in the last two panels, is a play on the phrase "I can dream, I can dream."Also, If you were wondering, Kidowa was going to go the moon and start wreaking havoc; because, he's a opportunist.

Most spellcasters avoid such things, due to the blood price, but completion of the spell allows instantaneous spellcasting, so I can unleash a devastating attack without mumbling words or building focus, instead drawing directly from the source.
