Okay, I'll answer this one because is not nonsensically. Marisa never took the potion, She got the human beat out of her by Meiling which changed her into a Tiger Mouse; Due to the limitation of Walfas, Marisa was given Shou's hair represent that.

Where did they say it was Ki? And they had to go to the Academy to Learn it. Meaning that you need a specific training to achieve it, which Meiling obviously didn't have.
Ki and Chakra are two different things. Look on Wikipedia.
They just do similar things, there are things that one can do that the other can't do.

I know what Chakra are, Those are the points on the body that allows one's energy... one's Ki to flow. But, For Naruto, Chakra is what they call their concept of Ki. The point is it's all the same energy. The laws of the created universe dictates how it's used.
As for Meiling, if she want to do those Naruto type techniques, I'm pretty sure there's a book in Voile that could teach her the skills. But in my opinion, Those techniques are unnecessary for her.

They're different: Chakra in Naruto is like a cross between Ki and magic.
She CLEARLY doesn't have any skill to change the shape of someone. And that even IF she has Puar's shape-shifting abilities, it can only be used on the user, not the others, so she can't turn Marisa in a Tiger Mouse.

Only magic can do such things as beat the humanity out of someone. So only people like Yuugi (she can manipulate supernatural phenomenons) could do something like that.
