First off, this is a really beautiful piece. It's an interesting interpretation of the Alolan breed of Vulpix, to say the least.
First off, I like the way the head fur is all puffed up, reminds me of a cloud in some ways. A very white, poofy, furry cloud. Not sure on the tails though, they, instead of looking like separate entities waving about, all look like one giant tail. Not sure if that was intentional or not, but it is a notable part of this piece. Overall, I really love the way you did the fur, looks a bit more poofy and thicker than I imagine a regular Vulpix's to look. Which, I suspect, is the point.
I really like the snow falling down from the sky, adds an extra impact to this piece. If it was just Vulpix walking through a winter wonderland, it'd be calm and tranquil. But with this snowfall, it really adds more to this.

Yeah, I gave him more furr, only becose i think he should have it, becose of the Ice type, and his cold habitat.
Well, actually it was my intention to make a one big tail, becose that's how Alolan Vulpix looks for me, in official art, and in-game model, both looking like they have one, massive tail.
Hehe, i was kinda unsure about this snow, becose i was worried it would cover Vulpix, and it will be bothering. But if thats fine, im good with it ^^.

Real lovely! I would reccommend drawing from some fox and wolf photos and practicing how legs stand. It will help a lot.

I think it would have been cool, if the paws would have a little...
