That would be the Pencil tool in GIMP and Photoshop. If you have a tablet, you need to set it to "size" and not "opacity", but then again, I only use GIMP so I don't know what the setting is in PS. GIMP is free for download, so I naturally prefer it, being the cheapskate I am. XD
