I like to think that Juvia's water body is a physical ability she can activate. Otherwise she wouldn't get all scratched up and hurt during other battles! Β

In a discussion before, I believe that water body is an ability that has to be activated before an attack, think about her battle in the Tartaros Arc. If that wasn't the case, she would've come out of that battle completely fine!
