This is great. Your color composition is beautiful I love how smooth the transitions from light to dark are. Your proportions and anatomy are spot on for the anime style and the concept it's self is very creative Rarity definitely looks appropriate as a sailor scout and the way you worked the diamonds into the outfit is very cool.
