Yeah, itβs almost certainly a juvenile which makes identification difficult.

Axolotls are exclusive to Mexico, this picture was taken in Poland.

True Axolotl have an IUCN standing of critically endangered. That's because their actual wild native distribution is singular and very small and surrounded by city (in Mexico). They largely thrive as a species in captivity, due to captive breeding for the exotic pet market (one of the few examples of the exotic pet market doing a good). It's an aberration that eventuated in speciation in one small population. Wherein the adult stage has not undergone it's final metamorphosis. They are neotenous as a species (perhaps interestingly enough, so are modern humans).
This form of pedogenesis is something that can happen with any individual within any salamander species. But in most species it results in sterile offspring or offspring that do not pass on the trait. It's just this one little spot in Mexico where it occurred with enough of a population of salamanders, for enough of them to be reproductively viable, and for the trait to eventually become predominant in that population.
Now that's not to say that this isn't one. the thing about exotics is they tend to become feral (and often invasive) in a lot of places they are not native to. But it's far more likely to either be a juvenile salamander native to the region or an adult salamander in which this neoteny aberration has occurred.

Thatβs interesting to know! I guess I havenβt been paying attention to these things lately, because I used to think they were quite common!

Well they are. Just not in the wild. And given they look like any juvenile salamander, taken with their proliferation as exotic pets... Well It's an easy false impression to gain. The best thing about these though is their colloquial name. The mud puppy.
