Well I ordered this picture, so I'll explain it from my point of view, but it may not be official behavior according to Kintaro/Xanatos
In this scenario, Hitomi has Β just woken up from the previous nights mission,and when Kaname asked her to help clean the attic, decided not to put on any more clothes, since The attic is hot, stuffy and dusty. Also, since no one can see them, Kaname decided to take off her skirt and threw it down the trapdoor to keep it from getting dirty. Also she's the type of mom that tries to keep up with her daughter, to show Hitomi that she not "Old fashioned" or "conservative."
