Without a doubt, you should have realized or forgot, or the two at the same time, by now but I'm gonna answer.
Papyrus is mad about it for the exact same reason as Toriel's. First, you need to realize that Frisk can be a boy or a girl.
So in the case Frisk a girl, which it's probably the case in this comic, she can become pregnant. But you know, she's still a little child. So of course, she don't know about it, neither about pregnancy tests and don't experiment it.
But, the fact she was showing the thing especially to Sans made Toriel and Papyrus believe he did things with her to get to this point, believing she is pregnant because of him.
Which is not the case, just an huge misunderstanding.
