Jeesh, he took a while! I've always loved Raichu, and I'm pretty happy with how he turned out here.CS2, Intuos3, around 6 hours.

Okay, to clear any shit up, this lineart was based on a Pokemon card - my lineart was based on that, and so was anybody else's lineart that some of you believe I 'copied'. So get your facts right before you point the finger. Here's a bit of evidence if you still aren't convinced:

Vision
Ok, i think the vision of this one is a great pose, i likes specialy the face almost perfect is, you caught each detail on it, the colors are same too but ΒΏwhat about ears and hands/paws? they are the same color as the the rays in him back, the ray's tail is a bit big, you can try compare with another draws,i don't know if is your own style...
Originality
Is a likely pose, original i think, i likes, i had no seen yet a pose like this on other raichu art so i think be the first is original

Good quality i likes, about the technique i don't know so much, but i can say i likes how you did the electriciy but you can try add some littles sparkles

I think my favourite parts are the claw-like toes, the gorgeous electric pre-attack and the heavy/bold outline you gave him
I like how the back-stripes kind of seem to pop out due to the uniform shading along the edge, instead of just being a section of fur of different colour than the fur around it, though I don't know if that was your intention... perhaps it's just me 'x3 Haha~
Nice to see some love for Raichu! It's always been my favourite Pokemon, it's a shame it got screwed stat-wise(I mean, it's the evo of the friggin' mascot. I don't think anyone would have cared that much if it had been a complete monster xD) 
Fwah! Well, since the Manga and the Anime break the rules of the Games all the time I see no reason why he can't be written as obliteratingly(not a word, but it should be) strong in any Pokemon-whatever one cares to write, so long as there is a good reason/explanation for it, be it world/region-based or specifically about that one Raichu.
Enough rambling! In conclusion... OTL Your shading is amazing~ I can't shade to save my life 'xD
